Evaluation of the ACT Healthy@Work Pilot

HOI was engaged to provide evaluation services for an ACT Pilot Workplace Health Promotion Program. The Pilot was trialling a variety of health promotion strategies around nutrition, physical activity, smoking, alcohol consumption and mental health/stress management (the so called SNAPS risk factors) and will assess how these strategies can be effectively implemented and sustained in the workplaces.
The key elements of the pilot included:
- Updating and localising resources;
- Liaising with local health promotion service providers, particularly those on the Health Directorate’s Chronic Disease Services Panel (expired 30 June 2012);
- Recruiting and engaging pilot workplaces;
- Conducting a needs assessment in each pilot workplace – covering both the workplace environment (e.g. policies, facilities and cultures) and employees;
- Developing an implementation action plan for each pilot workplace, focused primarily on short term goals for the life of the pilot but also flagging longer term goals where appropriate;
- Implementing the action plan, including health checks with a range of individual referrals and risk modification programs and health promotion interventions;
- Delivering organisational support seminars to each pilot workplace to help facilitate program sustainability – covering the topics of project management, project evaluation and organisational culture change; and
- Reporting and evaluation.
The primary methodological components included the following:
- Extensive stakeholder consultation including interviews with workplace management
- Conduct of surveys including:
- workplace surveys;
- Online Employee Health and Wellbeing (EHWB) Survey; and
- ACT Workplace Audit Tool Additional employee surveys.
- Data analysis to identify costs and benefits
The outcomes of the evaluation were used to inform the development by ACT Health of an ACT Workplace Health Promotion Framework and related programs.
The final report:
- Identified barriers and enablers for employees adopting and maintaining healthy behaviours in a range of ACT workplaces and for a range of ACT workplaces adopting and sustaining various health promotion strategies;
- Identified factors, approaches and/or resources to assist a range of ACT employees and workplaces to overcome barriers to good health and well-being within the work setting;
- Made recommendations for the development of business case tools and branding to facilitate engagement of workplaces in workplace health promotion;
- Assessed the success, suitability, sustainability and cost-effectiveness of various health promotion strategies in a range of ACT workplaces; and
- Assessed sector capacity to support future ACT workplace health programs, identifying strengths and service gaps.
