Wellbeing Centres have been established in four Cape York communities. These sites are also Cape York Welfare Reform Trial Sites and priority communities under the COAG National Partnership on Remote Service Delivery. The primary objective of stage one of the project was to develop an outcome evaluation framework and plan that will provide a robust evidence‐base over time on the drug and alcohol treatment approaches and related mental health and social and emotional well‐being initiatives that result in successful outcomes for Aboriginal and Torres Strait Islander communities in remote settings. The evaluation framework  included reference to the relevant national, state and regional reform initiatives being supported by the Wellbeing Centres and aimed to be a template nationally for consulting and measuring community opinion and social change in Aboriginal communities. Extensive consultation was undertaken in Aboriginal communities.
