Development of a Population Based Resource Allocation Model

The Department of Health, South Australia commissioned consultants to develop a Population Based Resource Allocation Model to provide for equitable per capita funding across all public health services in accordance with community needs. This project involved conducting a comprehensive literature review; broad based stakeholder consultations; identification of potential community needs variables; determination of key parameters for the model design and preparation of situation analysis paper describing current approaches to population based funding; conduct funding model workshops with stakeholders from hospital and community bases services throughout South Australia to obtain input to refine model design; developing needs indices for health service programs; develop funding models; conducting impact analysis of these models; evaluating the strengths and weaknesses of key assumptions, identify implementation issues; preparing a discussion paper on the evaluation of funding models; and developing a funding model database, preparing supporting documentation including funding guidelines; and implementation strategy. Lilian Lazarevic was the Project Manager for this assignment whilst a Director of Healthcare Management Advisors.
