Evaluation of the COAG Supporting Measures Relating to Needle & Syringe Programs in Victoria

HOI was appointed by the Victorian Department of Human Services to conduct an evaluation of the Council of Australian Governments (COAG) Illicit Drug Diversion Initiative: Supporting Measures Relating to Needle and Syringe Programs (NSPs) package.
The evaluation assessed the COAG-funded NSP projects according to their effectiveness and efficiency in meeting program objectives, within the context of the broader Victorian NSP sector. The evaluation included a literature scan of NSP service delivery models and best practice, a documentation review, an analysis of needle and syringe distribution, a survey of NSP providers and a series of case studies involving interviews with staff and consumers.
Recommendations were made on the sustainability of the current projects and on strategic directions and priorities for the NSP, including issues and trends that have, or are likely to have, an impact on the NSP package. The evaluation was conducted under the oversight of a Steering Committee with representation from DHS and key harm reduction and alcohol and other drug stakeholder organisations.
