Review of Social Support and Respite in the Home and Community Care (HACC) and Aged Care Programs
Client: Department of Human Services - Victoria
The Department of Human Services Victoria appointed Health Outcomes International (HOI) in July 2009 to review the range and effectiveness of models of social support and respite funded by the Home and Community Care (HACC) Program and the Aged Care Support for Carers Program (SCP) in Victoria. The principal tasks included:
- Conducting a situation analysis of the current program arrangements including a systematic literature review of similar services provided internationally
- Describing the range of social support and respite currently funded by the HACC and Support for Carers programs, locating them within the broader context that includes similar services funded by the National Respite for Carers program and State Disability Services
- Conducting a service provider survey and an assessment of the coverage of services to the HACC target population
- Conducting 10 case studies of sites involved in delivering HACC and Aged Care programs and consulting with consumers of the services
- Analysing factors that constrain existing service models.
- Conducting stakeholder workshops to present findings of the evaluation. Preparing a draft and final report containing a comprehensive evaluation of the Program and opportunities for improvement
- Evaluating the existing models, identifying the kinds of models that are most effective in providing flexible, innovative, responsive social support and respite to the range of HACC clients, including clients in the under- and over-65 age groups
- Identifying new and emerging models found in the field or in the literature that show promise in the context of the principles of the Active Service Model.
