Impact Assessment of Population based resource allocation on non-metropolitan regions

Client: Department of Human Services, South Australia

The Country Health Services Division of the (then) Department of Human Services in South Australia engaged consultants to identify and analyse the specific issues and costs associated with providing non-metropolitan health services to inform the formulation of the proposed population based resource allocation model. This project involved conducting broadly based stakeholder consultations with Country Division and Regional Management staff to discuss issues associated with the design and implementation of population based funding and the availability of quantitative and qualitative data to undertake the project; identification of population based resource allocation issues that will be required to be addressed as part of the design phase of the model; conducting a literature review on population based funding with a focus on needs based assessment indices for non-metropolitan health regions across a range of health program areas; preparing a discussion paper outlining the evidence base on the design and implementation of population based models identifying how these models have addressed particular issues associated with resource allocation to non-metropolitan health regions; undertaking activity based costing of five non-metropolitan health regional services using financial and activity information to identify the current costs of service provision and thereby assist in gauging the impact of population based funding; and preparing two final reports, one providing recommendations on the development of population based resource allocation for non-metropolitan regions, and the other providing cost estimates of service provision.
