Development of Resource Allocation Model

Health Outcomes International (HOI) was appointed by Queensland Health in March 2006 to develop a Population Based Resource Allocation Model and provide technical advice for the development of a Casemix Funding Model. The project involved conducting a literature review, consultation with stakeholders, identification of potential community needs variables, determination of key parameters for the model design and preparation of situation analysis paper describing current approaches to population based funding; conducting funding model workshops with stakeholders involved in the funding and delivery of services in Queensland to obtain input to refine model design; development of funding model options, and analysis of each model in terms of financial impact, evaluation of strengths and weaknesses and the preparation of a discussion paper on the evaluation of funding options; development of computerised model and supporting documentation.
