Lilian has been a management consultant for fifteen years and has over twenty-seven years experience in the health industry. In her career she has held positions of seniority including the Director of KPMG's National Health Care consulting practice from 1995 to 1996. In 1996, Lilian then established HealthTech Australia Pty Ltd, a specialist health services management consulting practice, where she has been Managing Director. In 1999 Lilian joined Healthcare Management Advisors (HMA) as Director and over the six year period, was responsible for leading a number of major national and state based health consulting projects. Lilian joined Health Outcomes International (HOI) as Director in January 2006.
Lilian's experience in health spans Commonwealth and State health levels and has included over 10 years with the South Australian Health Commission, where she contributed significantly to the early work on the development of casemix based approaches to hospital funding using DRGs, patient costing and was successful in attracting significant research funding for the conduct of a range of health service improvement projects in the late 1980's. Lilian was also the Manager, Information Management and Resources at The Queen Elizabeth Hospital (TQEH) for three years. Her work with clinicians particularly in the areas of hospital utilisation review, resource management, information resources management, patient costing, classification and funding context has been recognised nationally. In addition she assumed project management responsibility for several State and National Projects funded under the auspices of the Casemix Development Program including classification of Intensive Care Services and Non-Acute Inpatients, costing of pathology, imaging, theatre, rehabilitation services and costing of teaching, training and research activities.
The portfolio of major projects for which Lilian has had project management responsibility has been diverse and includes the Assistant Project Director for the National AN-DRG Services Weights Project that developed costs grouped by AN-DRG of pathology, imaging and critical services involving the participation of approximately 60 Australian Hospitals, Project Manager of the first National AN-DRG Cost Weights study commissioned by the Commonwealth, Older Person Length of Stay project, review of paediatric palliative care service models, development of funding models for Royal Flying Doctor Service and Dental Health Service in Western Australia, development of the Population Based Resource Allocation Model in South Australia and Queensland and the recalibration of the National AN-DRG Service Weights for Critical Care and Operating Theatres for the Department of Health and Ageing and reviewing the impact of implementing population needs based funding from the perspective of providing rural and remote health services for the Department of Health, South Australia.
Lilian has been invited to present numerous papers at health industry conferences and written several articles that have been published on devolution of management responsibility and clinical team budgeting, casemix management, strategic planning for aged care services, information resources management, outcomes management and classification and costing of domiciliary and community services.
