Specific Competence:

andrewAndrew commenced his career as a registered nurse initially in the acute care setting and later made the transition to the community health setting that included a period as the Director of a Regional Community Health Service. As Director of Community Health Andrew had responsibility for a range of multi-disciplinary teams including a Regional Mental Health Team. Andrew then migrated to general health service management roles and has been a senior executive in Management and Planning in a number of Health Services for than more than 15 years. Responsibilities have included managing as the Chief Executive of a Health Service and Aged Care Facility, Strategic Planning and Service Development/Evaluation, Project Management and Human Resource Management.

Andrew has also worked in the developing country environment, having spent five years in the Papua New Guinea and Samoan Ministries of Health as a planning adviser.

Andrew has recently joined HOI and in that period has:

  • Project Managed an Evaluation of the Mental Health Shared Care Initiative for the SA Department of Health;
  • Project Managed an Evaluation of the Informed Consent Process for Queensland Health;
  • Developed the Business Case for a Diabetes Centre of Excellence for Southern Health/Jean Hailes Foundation for South East Victoria;
  • Project managed a review of the Early Triage for Acute Myocardial Infarction pilot project for NSW Health;
  • Undertaken consultations with 18 Community Advisory Sub-Committees of Health Boards to Victorian Public Hospitals to evaluate their effectiveness and make recommendations regarding their future;
  • Contributed to the development of an Evaluation Framework for the Australian Health Care Centre Network;
  • Analysed and reported on a staff perception survey for the Victorian Better Skills Better Care project and;
  • Assisted in the review of the AHMAC Healthy Horizons Framework review.

Prior to joining HOI Andrew worked as a self-employed consultant. Projects he managed included:

  • Evaluation of current and future funding requirements for 3 Aboriginal Controlled Community Health Services;
  • Contract managed Mutitjulu Community Health Services (MCHS) at Uluru whilst under Administration;
  • Assisted in the transition of Aged Care Services from MCHS to Frontier Services (Uniting Church of Australia) and provided ongoing support for the development and implementation of the NRCP, Community Aged Care Packages and HACC programs within the new service;
  • Undertaking a Needs Assessment & Service Planning for a Regional Health Service in SA;
  • Evaluation of National Suicide Prevention Program for Centacare Family Services;
  • Health Planning and HR advisory roles for the Ministries of Health in PNG and Samoa.

One of Andrew’s major strengths is his engaging character that enables him to develop strong relationships with people from wide and varied backgrounds and thus allow for obstacles to be overcome and achievements realised. Andrew’s personal attributes are complemented by technical skills in planning, project management, program evaluation and are underpinned by a clinical background and appropriate tertiary qualifications.
