HOI often undertakes assignments that require a package of capabilities to take a project from commencement to delivery. For example, a purchaser may wish to assess the efficacy and quality of an existing program or service so it contracts HOI. HOI will then undertake the following steps to achieve this goal:

• a comprehensive review of the service and/or programs (including consultations with stakeholders and review of documents);
• a detailed costing analysis;
• a comprehensive literature search to explore international and local experiences within this field;
• develop a new service model or make recommendations for change to the existing model (ie create alternative futures);
• prepare pathways for the implementation of the new strategies;
• develop data collection processes and benchmarks to enable an assessment of future performance.
